08:30-10:30 - - DISASTERS, CATASTROPHES, AND OTHER PROBLEMS

This three-part session will get you ready for a predicted wet, wet
winter. It examines sliding, siding and regulatory taking. First, gain
knowledge from a professional engineer (P.E.) of the signs and indications
of "landslide" conditions that may affect the value of a property in a
presentation by Deborah Ladd, P.E. Second, Kitsap County Assessor Jim
Avery will explain how his office has developed methodology to evaluate
the impact of LP Siding on market value. This session will conclude with
Olympia Attorney Sandy Mackie commenting on the valuation impact from
these situations or those resulting from regulatory takings, an
increasingly common phenomenon of governmental action outside of eminent
domain proceedings.

10:30-12:30 - - TRAINEE MANAGEMENT

This session will help you plan for the responsibilities of being a
supervisory appraiser, and know "What we should do when we have a
trainee." Barry Wilson and Bill King, both appraisers in King County,
will discuss the program each uses in his office, and how these have
evolved. Learn about the materials and procedures used in their offices,
the potential impact on other associates in the firm, and the Criteria and
Interpretations published by the Appraiser Qualifications Board (AQB) of
The Appraisal Foundation. Many other states have adopted regulations
concerning the use of trainees, and the State of Washington may also.
Discussion will be encouraged.

14:00-16:00 - - HUD & USPAP CHANGES

This two-part session will provide you with an overview of these changes.
Bring your copies of the new HUD Handbook 4150.2 (to be effective on
9-10-99, as of now), and of the 1999 Edition of the USPAP which became
effective on 3-31-99 to the discussion. Review the now three-part
reporting process consisting of the Uniform Residential Appraisal Report
(URAR) form, the HUD Valuation Conditions (VC) form, and the HUD Homebuyer
Summary (HS) form. See how the three comprise HUD's Comprehensive
Valuation Package (CVP), and form the basis of its new "Buyer Protection
Plan". The conclusion will explain "How they do (and don't) interrelate."
Learn what's new in the controversy, and the appraiser liability which HUD
has spawned. Gail Harmon (Kent) will present the HUD changes and Jim
Tesso (Puyallup) the USPAP99 changes. The Appraisal Handbook can be
